The Documents You Need for a DTIC Incentive Application (and Every Claim)
Updated: 1 day ago

Most delays on dtic incentive applications are not about eligibility. They come from missing or outdated paperwork. Here is what to have ready before you apply, what each programme adds, and what you will need again when you claim.
The Core Pack for Almost Every Application
Company registration documents (CIPC)
A valid B-BBEE certificate or sworn affidavit
A SARS tax compliance status (TCS) PIN
A business plan that explains the project, the market and the jobs it will create
A project budget with supplier quotes
Three-year financial projections (some programmes require the dtic's own template)
Recent financial statements. For the MSP and APSS they must be independently reviewed and no older than 18 months.
What Each Programme Adds
Manufacturing Support Programme (MSP)
The MSP application form, plus the core pack. Small enterprises may submit one year of projections instead of three.
Black Industrialists Scheme (BIS)
An enquiry number from the dtic's online portal (OIS), then the full application on OIS
Audited annual financial statements and incorporation documents
Automotive Investment Scheme (AIS)
An OEM letter of intent or purchase order (for component makers)
ITAC registration (for vehicle manufacturers)
Critical Infrastructure Programme (CIP)
A signed bill of quantities, permits and authorisations
A co-funder letter, and investor letters of intent for industrial parks
A resolution authorising the application
Agro-Processing Support Scheme (APSS)
The dtic three-year financial template, uploaded on OIS
Export Marketing and Investment Assistance (EMIA)
An exporter registration certificate
An export marketing plan with two-year sales targets
The event brochure and three quotes for marketing material (small businesses also need three quotes each for flights and freight)
Audited, reviewed or compiled financial statements. Management accounts are not accepted.
What You Will Need Again at Claim Stage
Every grant is paid back against claims, and each claim needs its own pack:
The signed claim form and annexures
An auditor's Factual Findings Report
Financial statements or management accounts, depending on the programme and project size
An updated B-BBEE certificate and tax PIN
A bank confirmation letter
An asset register (for the AIS, every asset must carry a unique tag number)
An employee list, to prove you kept or created the jobs you promised
Invoices, proof of payment and an invoice reconciliation
Five Tips That Save Weeks
Keep your B-BBEE certificate current. It is checked at application and at every claim, not just once.
Start a project folder on day one and file every invoice and proof of payment as it happens.
Pay suppliers by EFT from the company account. EMIA, for example, does not reimburse cash or third-party payments.
Check the age of your financial statements before you apply. Out-of-date statements are one of the most common reasons for a query.
Get your auditor involved early. The Factual Findings Report is needed for every claim.
